Well, Cho does make a good point, that it really isn't a good idea to have pickaxes in circulation by giving them to RANDOM people. As some of these people probably can't even RP, will abuse something if there is something to abuse, plus there are better ways probably, to pick people who are more deserving of these picks, but to give them out randomly?
